The developer should be made to put shops in as advertised from the very beginning on the huge billboard. The community (those who wish to) should try a class action to enforce. It is disappointing to hear people defending council. Council allow the land to be registered and hence sold by the developers. If they didn't give the tick off for registrations until the shops DA was finalised there wouldn't be a problem.
